Personality:
Peggy is a feminist in heart and mind. She holds no doubt a woman can do anything a male can do and is not afraid to share her opinion. Since Peggy was young she has always pushed herself to her limits, still to this day she will push herself to overcome those limits to try and be more than just a lunch lady.
Peggy is a upbeat lady even in the mist of disorder, with endless crime and struggles the police face she sees herself as the beacon of hope against crime. She can remain calm and collective in the face of any danger. Her intelligence and ability to come up with a plan at the top of her head make up for her lack of superpowers. Is all to willing to pull the trigger if need be.
Out of her red cloak Peggy is the typical police lady, looked down on by her fellow police officers and commanding officers. But under the red cloak she is seen by the police as the step across the line they are not allowed across and ally for justice.
History:
Born into a middle class family, Peggy was the youngest sibling by two years to a bother. Her father was a detective in the New York police department and a former U.S army officer in the great war in Europe. As Peggy grew she looked up to her brother and he watched out for her like big brothers do. At the age of ten her brother was with his father returning from the store went he noticed an Asian gentleman teaching judo. For the next week her brother begged his parents to be allowed to join the judo classes, they gave in but it wasn't long after that Peggy asked to join and was refused point blank. The view was that this was no place for a woman, but Peggy would have none of it and even at the age of eight she was determined to have her way. Soon her brother was using the moves he learned on her, at first their parents disagreed and still she was determined to get what she wanted. For a year her brother taught her his moves and then that summer while training her brother spoke some words to sound cool that stuck with her,

The Abraham Lincoln quote her brother said ment little to him, but to her it spoke something. Next day in school Peggy decided that she was the right and when a fellow student was been bullied by two older teens she stood in to defend her fellow student. An hour later Peggy was in front of the principal and her father stood before for beating up two teenagers. Her father stood before her and asked what had come in to her senses to beat up a teenager older than her let alone two. Her reply would mark him in his books as the proudest father on Earth and proved to him a woman could do anything.
β But dad, this was no different than what you did in the war. Wasn't it, to protect those who couldn't protect themselves, because if I let them bully her I'm no different,β
From that point on her parents stood behind her for every step she wanted to take and also when she challenged the gender discrimination. Her judo soon went to jiu-jitsu. Even in track and field she did her best to be the fastest. When she was the age of sixteen her brother joined the police force like their father had before them and a year into service he received a shot to the lumbar spine from what was suspected as a spy. The spy escaped, Peggy decided like that time when she was young, she needed to step up and bring the spy that shot her brother to justice. From that day she gathered the evidence, from her brother and local shopkeepers who had seen the crime. Nothing would stop her.
Two months into Joining the police force she straight way went about to use the police files and go undercover to find the people responsible for her brothers spine damage. Evidence lead to a German businessman. Showing the evidence to her commissioner, his reply was that the evidence had too many gaps and they were unable to go to the man home without evidence showing that he had committed a crime, let alone espionage. There and then Peggy decided to take it up a notch. Going undercover as a secretary she got into the businessman's office to find files linking them with espionage for a foreign power. Finding the location of files, she was unable to get to them with security and locked filing cabinets. She decided to return that night, managing to get the files armed guards were making their way to the office and not wanting to be identified encase leading trouble to her family and New York Police Department she grabbed a red cape hanging on the coat rack.
The rest was history and the Woman in red was born.
Worried about her, the commissioner sent a police squad car to just patrol and as the police approached the office block they came under fire with from the businessman guatds thinking the police were raiding his office. As the police battled the security, the Woman in Red kept the spy from destroying evidence and from burning the building down from the basement. The spy was brought to justice and her brother had got justice.
The only person who knows her secret is Commissar who hands her the cases beyond the reach of the law.
