-Hypnosis: Tetch is very adept at utilizing either his watch or various chemical concoctions to coerce his prey into doing what he wishes, usually somewhere between reenacting the Mad Tea Party and blowing up a bank.

-Pocket watch: Jervis can administer hypnotic suggestion through the combination of vocal technique and the rhythmic ticking of his pocket watch.
-Chemical weapon: As previously stated, Tetch can also whip up a chemical compound which is both mind altering and hypnotic, causing the consumer to obey his every command for a period of time.

Personality:
Jervis Tetch is a quiet, shy, nervous man. But ever since his introduction into the American lifestyle, he has found himself much more free, being so far from home. His particular brand of madness causes him to believe that he is in fact the Mad Hatter from Alice's Adventures In Wonderland and as such, will frequently speak only in rhyme or quotes directly from that source. He is easily enraged if those he attempts to hypnotize for some reason resist or do not cooperate. He sees the world as his own little army of marching cards, and they will move to the beat of his ticking drum or they will be of no use to him...which can mean several things, none of which are particularly good.
History:
Growing up, Jervis Tetch was a very ill child at school, often in and out of hospital for a respiratory illness. This did not help him socialize and make many friends, and he was often put upon, shunned or roughed up during his young formative years. He took solace in books of far off places and fantastical adventures, his favorite being Alice's Adventures In Wonderland and Through The Looking Glass. These stories took him away from the pain of growing up with his awful Aunt Lenore, who took him in only out of a sense of duty but of course was not prepared for a boy as constantly ill as Jervis was. Regardless of how sick he would be in the months when pollen would be most likely to affect his breathing, she would send him into town with a large woven basket to retrieve vegetables and anything else she might need. He did, after all, have to earn his keep in her estimation. When the basket would inevitably become worn, she would whip him until he re-wove it correctly. She had him do everything, essentially waiting on her hand and foot disregarding the fact that she was hardly an old woman.
A traveling conjuror and stage magician would often pass through the sleepy little area of town, and dazzle the neighborhood children with his tricks and gimmicks, not the least of which was hypnosis. He kept an assistant he would hypnotize into doing all manner of things. Jervis adored seeing him perform when he could, though always shyly tucked at the back of the crowd of children. The conjuror took pity on the boy and for the next few weeks, would spend time teaching him how to perform his feats and illusions himself, Jervis of course eager to learn. Hypnotism was the one which fascinated Jervis the most. The ability to command others to do what he wished? How very perfect. He paid the closest of attention to the traveling man, who then gifted the boy his own gold pocket watch, something the young lad would treasure forever.
When Jervis was at last in his later teen years after the horror of the Great War while preparing for university...he snapped, having gotten stronger from his illnesses and rather over them, he had determined that being so put upon by his demanding aunt was hardly worth it any longer. Humming the poem about Humpty Dumpty, he decided it seemed best to raise his watch and order her to take herself apart so that he might put her back together again, even without "all the King's horses and all the King's men." He proceeded to frantically weave a huge top hat out of the basket that had been his childhood bane for so long, and kept it with him as he left his old life behind. At university, Jervis entered into the constantly-evolving world of chemistry, managing to keep his more frantic, diseased mind at bay as he formulated plans for how to enact his favorite story over and over in the real world to make up for so much lost time in his childhood. He learned that he could combine is hypnotic ability with chemical suggestion to wonderful effect. When he was found in one of the laboratories after hours half way through his time there, with a young girl from a city over, having drugged and coerced her to join in tea with him...that was quite a final straw for the university professors. Jervis was dismissed from the school and was left penniless in the street, with only the clothes on his back and the hat he had made.
Wandering around with only his meager belongings, Jervis turned his mind to crime as he made his way to London...and it paid off. He was at one point able to hypnotize an entire group of policemen into marching into one of the nearby banks to retrieve half of its store for him. Of course when the suggestion wore off, Jervis had to make his getaway. He was able to steal a passenger's ticket onto the next ship bound for the United States, and made himself scarce. Thankfully, having no property of his own and few belongings aside from his great amount of money in a trunk, he didn't have much in the way of making him conspicuous...other than his large straw top hat with the newfound price card on it, marked "In This Style 10/6."
Jervis Tetch, or rather now the Hatter as he referred to himself, has recently arrived in Gotham City...and has not entirely made himself known yet. He has set up lodgings on the far side of town with what funds he had left to his name, exchanging it for American currency, and is wondering what this terribly curious and unsuspecting city might offer him...
