Powers:
Professor X is a mutant who possesses vast psionic powers, making him arguably the world's most powerful telepath. He can read minds and project his own thoughts into the minds of others within a radius of approximately 250 miles. With extreme effort, he can greatly extend that radius to the entire planet if he is familiar with his target. Professor X can also psionically manipulate the minds of others, for example to make himself seem invisible, and project illusions into them. He can also induce temporary mental and/or physical paralysis, loss of particular memories or even total amnesia. Within close range, Professor X can manipulate almost any number of minds for such simple feats. However, he can only take full possession of another being's mind one at a time, and he can only do so if he is within that being's physical presence.
Furthermore, Professor X can project powerful mental bolts of psionic energy enabling him to stun the mind of another being into unconsciousness. These bolts only apply force upon other minds; they do not inflict physical damage. Professor X can also sense the presence of other superhuman mutants within a small radius of himself by perceiving the distinct mental radiations emitted by such beings. In order to detect the presence of mutants beyond this radius, he must amplify his powers. (He is currently researching a technological means to do so, with a design project he calls Cerebro)
Professor X can project his astral form, the sheath of his life essence, onto abstract dimensions congruent to our own known as astral planes. There, he can use his powers to create ectoplasmic objects. He cannot engage in long-range astral projection on the earthly plane.

People tend to find Professor Xavier likeable and insightful, in part because he can read their minds and in part because a side effect of his powers is that his own thoughts may sometimes subconciously manipulate the minds of others to agree with him.
Xavier usually does not use his powers invasively, but there really isn't a way for him to "stop being a telepath." Xavier knows all too well the bigotry and fear the world has against mutants, and desires to help mutants learn to cope with and control their powers, and dreams of a day when mutants are accepted by society at large rather than persecuted and hunted.
History:
Charles' telepathic powers began emerging when he was still a boy, around ten, and, as he grew older, he learned to control them. His ability to detect mutant psionic signatures led him to learn as much about metahuman physiology as he could. As a bright and motivated researcher and theorist of biological evolution, Xavier graduated from Oxford University with a doctoral thesis expanding on the works of Charles Darwin and Nathaniel Essex, and leading the way to proving the existence of a biomolecular structural code that when unlocked, might produce superhuman abilities (note: real world DNA wasn't verified to exist until the 1950s). Because of the leaps in knowledge that Xavier's theories produced, he was awarded the Nobel Prize twice (1926, 1928) and through astute investments retained and expanded this wealth through the Great Depression and 2nd World War.
During the late 1930s, Xavier was a part of a team of researchers seeking to create a Super Solder Serum for the US military, but Xavier departed the project after a falling out with other scientists who desired to press forward with unethical experimentation on mutants. Xavier predicted, correctly, that a significant change in the Earth's ambient radiation signature such as after the use and testing of atomic weapons, would exponentially increase the likelihood of the births of superhumans and the unlocking of superhuman potentials through radioactive and chemical exposures in people who carry the "X-Factor" in their biological makeup.
Xavier now travels the world seeking out his fellow mutants, hoping to study and refine their powers for good purposes. Because of a dangerous mutant criminal telepath he encountered in Egypt named Amoul Farouk, who has bonded himself with an evil astral entity know as the Shadow King, Xavier is seeking to recruit fellow mutants into a team of heroes dedicated to protecting innocents from mutants that use their powers for evil.
