Obviously we need more mutant characters to pull this off, but I would like to have my version of Professor X start pulling mutants together into a team. Obviously, in this pulp / noir setting we're not going to jump right in to fighting giant killer robots and horribly drawn time-travelling cyborgs with daddy issues, but still, there's Morlocks and crazy radio preacher bigots and all else in between. Xavier's in his "Indiana Jones" style adventurer pre-crippled days, traveling the world seeking and studying mutants, and I've made the canonical nod to the Shadow King's exploits being the reason Xavier wants to form a team in the first place. Anyway, I don't want to do a boom done now there's a team overnight thing, but rather a progression of Xavier travelling the world, inviting mutants to his school, and the team forming from that. Obviously, this first ever X-Men team would not be the original lineup. As we grow, we'd add more characters via saving them from whatever hatred or bigotry they originate in or battling mutants that want to be dicks with their powers, . What say ye, mutants? Who wants to save mutantkind from everyone else?

Well you don't need to limit yourself to just teaching mutants, or rewriting characters into mutants. You could branch out Xavier's work into aiding anyone who has a talent, power or other ability that they want to safely harness for good.
Ever read Xmen noir? Xavier's school in that book was set up to turn kids with criminal backgrounds towards a better life and teach better use of their skills.

Xavier's school in that book was set up to turn kids with criminal backgrounds towards a better life and teach better use of their skills. I've never read XMen Noir. I am a Marvel Comics nerd, but anything published after the year 2000 or so is unfamiliar to me. I'd really rather keep the mutants only angle. Making Killer Croc a Marvel style mutant isn't much of a stretch as he was born the way he is. Reworking someone like Captain Atom into a mutant, not so much. And it's not like my version of Xavier is a straight-laced goody two-shoes either. He doesn't currently have a Magneto to disagree with, and so the line he won't cross hasn't been drawn yet. He's not above turning some weak-minded normal human into a quivering continuous pants-pisser by rearranging their psyche a bit if they make him angry enough to do so. The only limitation this version of Xavier has is that there is currently no Cerebro to let him sit at home and mess with anyone on the planet at will, er, I mean help him locate and contact other mutants from a safe distance. I'm eager to see what this universe's "first XMen team" could be and become.

If Xavier decides to open things up to include other powered people, he could try to convince Jessica Jones to join his team. She'd join if he offered therapy after her experience with Purple Man. But it would take some convincing to make her fight crime again.

Jesssica - I'd like to start with mutant characters only. Dead Girl - interesting... i don't know if Xavier can read the mind of a girl with no brain activity i know he can communicate with her on the astral, but... she's dead . She will be one of Xavier's more interesting students. If her powers were nullified, would she start rotting away?

That's something that would be far down the line, all she knows is that she was killed and she can't find a reason why. Does not even know she's a mutant. Killed person who killed her and feels guilty.
